In a debugger open on a frame for a class from my target I selected a random method declaration and using he context menu tried to Copy Qualified Name. This results in a dialog saying "No element to qualify found in selection". For some of these items you can hit F3 to open them so clearly there is an understanding of what the selected element is.

Where do you select that method declaration (view, editor, ...)? Are you sure that F3 works for the exact same declaration where 'Copy Qualified Name' does not work?

I suspect this is the same as bug 73957. Please reopen if you have steps that show otherwise.
