True.  We have a Babel-specific header, why not use it?

Although, now that a new Theme has been created (Nova, see http://www.eclipse.org) I would assume that all the page headers will be modified for the new look.

Let's let this one simmer for a bit.  I know people who know people who will be able to confirm this soon.

I see we're using the Babel banner.  I'll close this as fixed.  I don't think anyone has the intention of redoing all the site-specific banners.
