I was looking at a fully loaded Ganymede preference page tree, and it struck me as odd that this preference page wasn't under the Web Services category.  Isn't it very specific to Web Services?

Thanks for pointing it out!

Even though the current content of the Service Policies preference page in WTP is specific to Web services (WS-I compliance level, etc.), the intent of the service policies preference is more general.  It could be used by other tools, other than Web services tools, to specify service policies settings to govern how their tool should respect certain quality of service.  For example, we know other adoptor tools are using that preference for non Web services related quality of service.  That's why that preference page is not under Web services preference.

how about under the Network Connections ... quality of service is always network related, right?

No.  Qualities of Service are not always network related.  It could be based on programming model and servers, for example.  Different tools could make use of this Service Policies preference.  That's why we have it outside of Web services preference.

Fine. I'll state the problem and let you solve it. It seems out of place, as is. It is at a different level of abstraction than the other top level preference categories. The others are high-level and group some second (or third) level of preferences. This one is very specific, and terminal. 

(Ok, breaking my promise from above paragraph, :)
maybe another solution is to put it under 'general', similar to "web browsers" and "security".

I get your point about Service Policies seems to be at a different level of abstraction than the other top level preference categories.  I think your suggestion of moving it to under the "General" preference is a good idea.

This bug has been in resolved state for a while.  Please verify this defect with the latest WTP 3.0.4 or WTP 3.5 build from:
