In the new plugin project wizard, we have the option to add the project to a working set.  If you don't have any working sets, you need to create one.  The wizard to create a plug-in working set (PluginWorkingSet.java) forces you to add at least one plug-in to the set to create it, but the project you are creating is not available to be added.

I am not familiar with the benefits of a plug-in working set (I only use java working sets), so perhaps it doesn't make any sense to allow an empty working set.  However, the java working set wizard puts up an info statement if no projects are added, not an error.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.

This bug was marked as stalebug a while ago. Marking as wontfix.

If this report is still relevant for the current release, please
reopen and remove the stalebug whiteboard tag.
