Build 3.5M3

It may be hard for an end user to relate a (long) full build when an incremental build was requested.

Situations where it happens may include:
- something on a classpath has changed (which one ?)
- the build state format has changed
- it hadn't been built before
- etc...

We should provide an API to surface some explanation that UI could surface (like hover on build progress, or light bulb somewhere...).

I guess thist might be hard to do because this can happen from any job over which we don't have control.

Better would be to prevent such situations if possible (see e.g. bug 89301).
