Steps To Reproduce:
When exlcuding a project directory or file with Exclude from build.." option in the right mouse button menu it will be checked as excluded in the build options but "Exlude from build.." option in the right mouse button is still  enabled. Only it is disabled if this property disabled by upper hierarchical
level.

Instead of this it would be come an "Include in build.." item to the right mouse button menu to an excluded item. There is no feature for this.

Interesting that enablement of the menu item is not in sync with the enablement of the "Exclude" checkbox in folder/file properties. Sometimes one is grayed out and another time the other.
