Steps To Reproduce:
Hi, 

we are planning to migrate from Eclipse 3.3 to 3.4
So we fetch a fresh copy of Eclipse for Plugin Developers. 
Due to the fact that our customers speak german, we installed the following  german Babel fragments for Ganymede (Update-Site):

org.eclipse.babel.nls_eclipse_de
org.eclipse.babel.nls_tools_gef_de

Afterwards it is not possible to use p2 correctly (slowdowns , the platform freeze and so on) 
In addition to that, if we try to install a plugin via p2 we get the errors show in the attached screenshot.

If babel is installed in an eclipse 3.4 copy we are not able to get our plugins to work. We investigated this issue using the OSGI-Console. On Eclipse startup the console shows the same errors, that are shown in the appended screenshot. If we use a copy without babel installed everything works like a charme.

    behavior).
