Might want to create an "archived update site" master zip download, see bug 263189 and bug 240223 (related discussion for EMF).

Actually, the current instructions for building RSE are still valid and do fulfill the requirements requested here. These are now linked from the TM homepage:

We're still planning on improving the build process by leveraging CBI in the near future.
