Projects must use Eclipse message bundles unless there are technical reasons not to. (see Message Bundle Conversion Tool and [1])

ATL strings are externalised in properties files using pure Java APIs (ResourceBundle). ATL has also a standalone mode so we try to avoid the use of other jars.

All strings in 'QVT Operational' externalized using Eclipse message bundles.
