If you create a manifest page using the custom plugin structure you get a 
welcome page in your manifest editor. You cannot navigate this page using Pg 
Up or Pg Down and the tab keys jump right to the end so you have to use the 
mouse to access it.

STEPS
1) Create a PDE project 
2) Select custom plugin wizard
3) Select all of the choices
4) Hit finish - cannot navigate the welcome page

Cannot reproduce on Windows 2K using build 20021127. Keys 'Page Up' 
and 'PageDown' work in the Welcome page.

Confirmed fixed in 20021127
