Steps To Reproduce:
Hi

We intend to reuse NewXMLWizard from a custom action from custom editors. The manifest of the plugin declares a Generate > XML action that invokes this wizard. 

The class is in an internal package and I am not comfortable using it directly. This is a request to make this wizard available for public reuse.

I would like to know your thoughts about adopting this wizard.
