Please see bug 248646 for background. In WTP 3.0 we improved the UI for setting server start & stop timeouts and allowed it to be set per server. Unfortunately, we removed the capability to completely disable the timeouts - previously accessible by opening the server preferences and choosing the 'Unlimited' setting for relative machine speed/timeouts.

This request is to add a new 'Enable timeouts' checkbox in the timeouts section in the editor. This would be on by default (i.e. enabling the timeouts), and deselecting it would disable the controls for both start and stop timeouts. It should use a new attribute under the covers so that it does not conflict with the current settings or cause backward migration problems.

Moving out of 3.3 as we are almost done with it. Marking for future until we have a more accurate time when we can work on this.
