+++ This bug was initially created as a clone of Bug #241822 +++

For users to navigate individual themes easily in the project plan, it would be nice if the renderer could generate a clickable TOC entry for each theme. Particularly, a persistent <a name> tag for each theme would be nice such that one can link into the project plan from the outside.

Technically, the XSLT generate-id() function could be used:

So, if somebody wants to take a crack at learning some XSLT and adding this,
the XSL Tools has the available editors, and a good tutorial on working with
XSLT can be found here:

The project plan XSLT has been deprecated and unused for a long time.
