Steps To Reproduce:
1. Install a language pack
2. Try installing/updating something else from eclipse.org (something that contains a localized component)
3. Dependency errors occur

This is related to bug 238800, it is however much more general.  Generally, I noticed p2 has a lot of trouble when a language pack is installed.  E.g. checking for dependencies takes *much* longer.

Often, the only solution is to uninstall the language pack, fix the other stuff, then install it again.
