There was a case yesterday where it was discovered that the mirror application wasn't publishing packed JARs to the destination repository. We need to fix this behaviour and write corresponding test cases for this.

Andrew, do we have regression tests for this that try and mirror a repository with packed artifacts? I don't see them in our test suites.
