build output filters (in compiler-other prefs) does not prevent compilation of
ignored output folders

The problem is while using the project folder as a CVS working folder (with some
cvs tools like winCVS)
the CVS/Base folder contains some java files that cause error (invalid package)

The mentionned filter is only affecting the non-java resources. We are 
currently considering allowing to filter out java resources as well.
