Steps To Reproduce:
1. Open an application descriptor of a project
2. Add a new property on "User Defined" (it will have "New Key" and "New Value")
3. Try to save

An error will occur:

Errors during build.
  Errors running builder 'Preverification' on project 'TestOfConvert'.
  Illegal Manifest Entry Key or Value "New Key"
  New Key
