Steps To Reproduce:
1. Open the Preferences (Window > Preferences...)
2. Select "Device Management" option inside "Mobile Tools for Java" tree on
the left pane
3. Press "Import..."

The buttons "Finish", "Refresh", "Select All" and "Deselect All" should be enabled only when find a device.

patch for this bug

1. If no device in the table view, "select all" and "deselect all" buttons are disabled.

2. If no device are selected, "finish" button is disabled.

3. If search directory text field is empty or according directory does not exist, "refresh" button is disabled.

I've just revised your patch and everything worked fine. I'll commit it now and the fix will be available in the next NB (N20080905).
