When writting a callable template, it would be nice that when creating the template, if content assitance would be available to complete the @name attribute.  This should look at all the xsl:imports and in the local template for possible suggestions for completion.

This is now working.  It provides a list of proposals based on all of the call-templates that have already been defined in the model and any imported or included stylesheets as well.   This allows for a template to be override a previously defined template.   Error checking will detect if a template is an included template or has already been defined in the stylesheet.

mass update to 3.1 target due to movement from wtp incubator to wtp source editing lost the original milestones.
