When within the name attribute of the xsl:call-template element, it would be nice to have content assistance for all in scope xsl:templates that have a name attribute and possibily the appropriate mode specified.

Also, when filling out any parameters, the xsl:with-param name attribute should provide content assistance for the available parameters for the template that is being completed.

Added the ability for the name attribute to have proposals based on the available named templates defined in the model.  It will provide proposals for all named templated defined in the current stylesheet and any imported or included stylesheets.

mass update to 3.1 target due to movement from wtp incubator to wtp source editing lost the original milestones.
