currently when a SDK that does not have a preverifier is imported, mtj sets the embedded preverifier on that specific sdk. since the embedded preverifier is not yet working, it is necessary to add a a general preference on mtj to set an external preverifier.

this preverifier would be automatically used by the java sdks, such as microemu and mpower (on windows and linux, since it already provides a macosx preverifier)

I'll include a new field to set the default preverifier in the "Mobile Tools for Java / Preverification" preference page. Moreover, I'll remove from that page the checkbox about the embedded preverifier. Is that OK for everyone?

I've committed the fix for this bug, and also opened two related enhancements, which I think that are lower priority, that I would like you to review (bug 244007 and bug 244009)
