Build ID: I20080617-2000

Steps To Reproduce:
1. Create a new C Project, Executable Hello World C Project
2. Build the project
3. Open the *.exe file in the editor - it should open in the binary file editor. 
4. Change build settings e.g. optimization to Max (03)
5. Rebuild file.
6. Note the open file in the editor does not update unless it is closed and reopened again. 


More information:
The binary file editor never refreshes even though the underlying file changes.

Hi Tracy,

  I have one problem. When I open the ".exe" file, there are almost unregulated codes. What encoding are you using? I have tried UTF-8, UTF-16, US-ASCII and ISO-8859-1, but they doesn't work.
