Currently when the Preferences popup option is selected in the XML editor, the XSL options are filtered out.  Need to add these options to the popup filtering.  This is done via an sse configuration extension point.  This should be done for the first or second release candidate for 0.5

mass update to 3.1 target due to movement from wtp incubator to wtp source editing lost the original milestones.
