When electronic forms are used, the form shall allow people using assistive technology to access the information, field elements and functionality required for completion and submission of the form, including all directions and cues.

Pardon me butting in, but mind if I close this as "invalid"? If sort of sounds like a reminder of a "to do" item, rather than a true bug or enhancement request, and as such detracts from more important accessibility issues. 

If I have misunderstood, feel free to re-open, but also please be more concrete about what this applies to, which functions, wizards, dialogs, etc.
