Associate labels with controls, objects, icons and images. If an image is used to identify programmatic elements, the meaning of the image must be consistent throughout the application.

Is this actually a "defect"? Or more of a "todo" item? If the later, I suggest it be closed as 'invalid' or something just to get if off the accessibility category. Of course, if there is some actionable item here, then that's fine to leave it open (and/or actually do it :)

Mind if I close this as "invalid"? If sort of sounds
like a reminder of a "to do" item, rather than a true bug or enhancement
request, and as such, detracts from more important accessibility issues. 

If I have misunderstood, feel free to re-open, but also please be more concrete
about what this applies to, which functions, wizards, dialogs, etc.
