Provide semantic information about user interface objects. When an image represents a program element, the information conveyed by the image must also be available in text.

Mind if I close this as "invalid"? If sort of sounds
like a reminder of a "to do" item, rather than a true bug or enhancement
request, and as such, detracts from more important accessibility issues. 

If I have misunderstood, feel free to re-open, but also please be more concrete
about what this applies to, which functions, wizards, dialogs, etc.
