While working on bug 235626, I noticed that in 

   SystemCommonSelectAllAction line 49

the action seems to be created with a non-externalized String. This might be a regression since it looks like there used to be a translated SystemMessage for that very text. Help seems also to be missing.

I just saw this from code review and didn't test whether that code actually ever gets executed and in what situations but I thought it's worth testing. I'm also not sure about the severity of this.
