1) From the Remote System Explorer perspective select the ?Local? connection.

2)Click on the ?move up? icon to go up to the ?Subsystems? level. You have already verified this level.
3) Click ?move up? to view the ?connections? level.
4) Verify the column titles, and the ?Customize?, ?Subset?, and ?Position To? dialogs.

"Root Connections" title is a result of concatenation "Root" and "Connections".  The result is not correct for Russian. Please provide a complete string for translation.

A new string is added. The title is composed of two pieces, a type and a name. In this case "Root" is the type and "Connections" is its name. The message used to compose the title is 
SystemTableViewPart_title={0} {1}
It is found in org.eclipse.rse.ui/UI/org/eclipse/rse/internal/ui/SystemResources.properties

I'm surprised that you use com.ibm.icu.text.MessageFormat for such a simple substitution. Shouldn't NLS.bind() suffice and do the same thing with much less resource consumption?
