The JPT EclipseLink features:

org.eclipse.jpt.eclipselink.feature
org.eclipse.jpt.eclipselink_sdk.feature

need to be added to the webtools site.xml so they are available for download with the rest of Dali.

We also need to make sure this feature is included in the JEE Package.  Let me know if I should open a separate bug for this.
