The error message shown in the testcase is incorrect and has been fixed. It was for a Copy operation rather than a Create operation. A picture of the new message dialog is attached. The "details" text was being processed by NLS.bind which strips apostrophes in the same as MessageFormat.format(). It should not have been processed. This bug has been fixed and the details of the message should be correct with the next build.
Reopening to fix a similar problem in the New Folder Wizard.

The error message is incorrect for a new folder creation as well. Added a new error message for the folder creation. This will appear in English until translated.

Adding PII keyword -- new PII in FileResources.properties: FILEMSG_CREATE_FOLDER_FAILED=No authority or folder name not valid FILEMSG_CREATE_FOLDER_FAILED_DETAILS=The folder could not be created because of one of the following reasons:\n- the user does not have enough authority to create the folder \n- the folder name is not valid This will be in I20080515-1600
