I have implemented the following enhancements and fixes to org.eclipse.pde.picasso:

- Added two trace options:
    org.eclipse.pde.picasso/paint/extraCompositeMargin=0
    org.eclipse.pde.picasso/paint/toolTip=true

- Fixed a bug in the Painter class where a Control without a parent results
  in an NPE.

- Added Bundle-Vendor header with the value "Eclipse.org".

- Update Bundle-Name header value to include "(Incubator)".
