When a candidate is nominated to a project the election code should require that the email address used correspond either to a known committer email address or an existing Bugzilla account. Requiring a known account address will solve a number of problems in the election process where we don't know who a person is. It will also allow us to require authentication for forms like the ICQ and MCQ as they become part of the Portal code base. For brand new committers this will also guarantee that their Bugzilla account matches the email address we have on file, something required for use of IPzilla.

Done! Now has a nifty search box which returns a list of people or a note saying that the person needs to have a BZ account first. Modified all the tests and added a new test to test for failure.
