The new palette toolbar has an issue that you cannot select it. When you do, the stack menu appears.

Proposed Fix

Now that the PaletteStackEditPart is only used for palette stacks on the toolbar, I was able to revert some of the changes I had made earlier.  This palette stack is now more like it used to be except for how the arrow figure is positioned.  I also needed to make some minor changes to ToolEntryEditPart.
