Details of changes desired

The UI team has made a few tweaks to the palette look after review with other teams:
- slightly modified hover and select colors
- change to grid formation in Icon Only mode
- Twistie hover feedback on stacks

proposed patch

I made the following changes
- darkened hover and select colors
- darkened the drawer palette scroll buttons so they still show up over pinned palette stacks
- changed to grid formation in Icon Only mode and modified stack twisties spacing slightly
- added grey feedback when hovering over the palette stack twisties
- the hover feedback on the active tool now still shows when hovering over the stack twistie
- reworked how the pinnable palette stack figure's layouts work
