The ordering of the test facilities in Web service preferences does not appear to respect the ordering set via plugin customization.  It always puts the Sample JSP at the front on the list.

Get defaults from ScenarioContext instead of ScenarioDefaults.  ScenarioContext will preset the default to same as ScenarioDefaults only if there are no defaults provided via plugin customization.

The patch had been committed and released to HEAD on 04/17.
