Build ID: I20080405

Steps To Reproduce:
1. From Main menu, select File-> New -> C++ Project
2. Under Project types, select Makefile Project ->Hello World C++ Project
3. In the basic setting page, set Arabic values for the "Author" & the "Hello World Greeting" fields
4. Press Finish

It was noticed that all arabic characters in the created CPP file are converted to question marks. Please refer to the attached screenshot for more information.

This problem didn't occur when setting the encoding of the workspace to MacArabic. It only occurred when setting the encoding of the workspace to UTF-8
