The menu that appears in my Eclipse Edit Menu, Content Assist is missing

Steps To Reproduce:
When editing an HTML file, the "Content Assist" menu option does not appear in the "Edit" menu.

This patch contributes the missing Edit>Content Assist menu item using the SSE context to determine when to activate.

This patch makes the previous obsolete, as it drills down the Content Assist menu item to only show up in CSS, XML, JSP, and HTML documents.
