Steps to reproduce: 

1. Install a "clean" version of "Eclipse 3.3 classic". 
2. Install the German Language Packs via the Babel-Update-Site.
3. Create a new Plug-in-Project. 
4. Try to open the Manifest, or the plugin.xml with the Plugin Manfiest Editor.

Eclipse shows the stack-trace attached to this bug.
