If the user starts Eclipse and then immediately opens the File Transfers view, without starting ECF in some other way (e.g. by connecting to a IM account), then ECF may not have been started, and the URL protocol providers not registered.  This means that URLs entered into the download dialog may not be recognized.

Fix: some reference to an ECF filetransfer API interface/class from within the File Transfers view code for creating/presenting?
