Just a reminder to myself, but the registry readers for all of our extension points should be examined to make sure they report (or otherwise scream loudly) when they run across extensions that aren't properly declared.  This could save a lot of headaches later on with otherwise mysterious behavior.

Nitin, can this reminder to yourself be removed now?  If there are known specific register readers for extension points that need to be buffed up in terms of error handling then it would be great to open individual bugs for those, but with such a broad topic as this bug contains nothing will ever get done.
