From bug 172264 it appears Java 6 includes javax.xml.soap packages, so ... our bundle should pre-req system.bundle so it'll run seamlessly in a Java 6 environment.

Looking at this, I see that this bundle is not jarred up (and contains a jar) ... I'd like to also explore if this is still required. 

If anyone knows of a reason _not_ to jar it up, please say so. (I think we required it in WTP at one point ... I'll see if we still do, or what it would take to transition).
