We now have a file download action and dialog, but we need a file upload dialog as well (select local file and specify target file URL).

Once created this can/could also be added to the FileTransfersView toolbar and context menu to allow file uploads as well as downloads to appear in FileTransfersView.

Resolving as wontfix due to resources.  If committer or contributor resources become available, then please reopen.
