Strings with ampersand do not display in Translation String pane.

Strings like &Up, Do&wn, R&emove do not display in Translation String pane, but they display okay in String Translation pane.

Problem string: org.eclipse.ant.ui/Ant Tools Support/org/eclipse/ant/internal/ui/preferences/AntPreferencesMessages.properties

I think the proposed filter_html function of bug 220625 (which would replace & with &) would fix this.  Can we dupe this bug to bug 220625?
