It would be useful to have an option within the portal to enable the committer to request re-use of an Orbit bundle.

Per conversation with Janet: "[use] a third-party library from Orbit"
Needs the CQ# of the Orbit approval.
Side note: Orbit modules should include a README file with the approval CQ# to make filling out this form easier

Yes, see bug 221036. As soon as Karl gets in, we'll roll out a new version of the portal that fixes the problem.
