Have the plug-in registry view to show only the disabled bundles.  Overlay the plug-in icon w/ red X for disabled bundles in the plug-in registry view.

I reused the error icon for the disabled icon. I also made some other modifications for accessibility reasons.

Thanks for the patch Eric. If you want to get fancier, you can also include disabled information related in the diagnose action.
