I found a file that is HTML, but, it has <xmp> sections to show snippets of PHP and JavaScript code. Our HTML or Javascript formatter is attempting to format those sections, and fails (with a NPE). 

In this case formatters need to be smart enough to know not to touch any code in an xmp section ... since it would be very very hard to always know what content it _really_ was (e.g. may be always be a complete, valid snippet of code).

It's a deprecated tag from HTML 3.2, but it still would be a good idea to avoid its contents.
