As we did for plug-ins in bug 210180, let's do the same for packages.

Modified ImportPackageSection by adding a custom label provider.  This was necessary because the PDELabelProvider provides images for ImportPackageObject objects in places other than the ImportPackageSection, like UnusedImportsDialog.  With the custom label provider, the optional overlay is only added to the ImportPackageSection.
