Build: 3.4 M3

When an Eclipse SDK is installed via p2, it is missing various documents typically found at the root of the install tree (readme directory, legal documents). We need to generate metadata for these root files, and provision them whenever we provision a root directory (launcher, etc).

This is currently causing a test failure in JDT-APT, in a test that happens to look for notice.html.  I'll disable that test until this bug is fixed.

This is also the cause of the org.eclipse.update test failures in the last integration build.

This is now fixed in the latest build (I20080323-2000).

I enabled again that test.
