Currently the XMPP implementation (jive smack lib-based) only uses the JVM support for socks proxys.  We should add using the org.eclipse.core.net.proxy API added in 3.3.0 to check for and use socks proxy.

Resolving as wontfix due to limited resources.  If contributors or committer resources become available for additional work in this area then please reopen.
