When a new version of an existing jar is [approved_all_projects], send email to the dev lists of the other projects using the older versions informing everyone that the newer version is approved if they want to use it. Include instructions on how they can use the newer version (i.e., submit a CQ for the newer version by doing A, B, and C).

Use the portal daily processing system to do these notifications.

the opinion of the IP team.

Due to variations in package naming conventions / nomenclature, it is unlikely that we would be able to provide a reliable automated service such as this one.
